Wikipedia Explanation

The Children's Internet Protection Act (CIPA) is a federal law that requires, in part:

"Libraries and schools that are seeking E-Rate funding and want to be CIPA-compliant must adopt a policy that addresses minors’ access to inappropriate web content."

"Wikipedia is not censored - Wikipedia contains content which is likely to offend others. Sexual content cannot be removed from Wikipedia just because it is sexually charged.
Sexual content includes media depicting actual or simulated sexually explicit conduct involving one or more persons. This includes sexual penetration, non-penetrative sex and masturbation."

With this in mind, we can not actively by-pass the CIPA-compliant filter to allow Wikipedia. Doing so could make us ineligible to receive future E-Rate funding (our internet connection, our wireless network, and other key infrastructure items are all funded primarily by E-Rate funding). Furthermore, if found to be in violation, we could be forced to repay previous E-Rate funding already received and utilized.
